Dear,  
regarding pcb I can think tha best could be mask writers from heidelberg instruments. I find also interesting blackhole lab from france.  
Regarding scanning 3D prices are very high. If you need a good compromise between price and accuracy i need to suggest our product. If interested visit www.rotondi.it and look for OptiMe.
